                        2011 NRA National Open Indoor Rifle Championships

The NRA National Open Indoor Championships will officially start January 1, 2011 and conclude March 20, 2011. All results must be at NRA no later than April 1, 2011. Any results received after the closing date will not be included in the 2011 National Indoor Championships. The Indoor Championship is comprised of Sectionals where competitors can compete in their local area under the same rules and conditions required of all the Sectionals that are conducted across the United States. Scores from each Sectional are sent to the NRA; winning targets are validated by the NRA; and the NRA publishes the National Championship winners.
Six National Open Rifle Indoor Sectional Championships are conducted annually and
include: Metric Position, Conventional Position, NRA International Smallbore Rifle Position, NRA International Air Rifle, Air Rifle Precision 3-Position, and Air Rifle Sporter 3-Position. The Indoor Championship is the largest event of its kind in the US. A bulletin showing National Award Winners and a National Ranking of all competitors and their scores is compiled and the official results are available at: www.nrahq.org/compete/champ1.asp .
Competitors may enter only one Sectional tournament of each discipline in each calendar year for official record. Competitors may then fire in subsequent sectionals, but scores MUST be marked “Score Only.” Subsequent scores fired and not marked for “Score Only” will be disqualified.
In order for a sectional to be considered for the National Indoor Championship, at least EIGHT competitors must compete. Sponsors who, at the last minute, have less than eight individuals show, will call the NRA Indoor National Championship Statistical Officer on the Monday after their match. A determination will be made on a case by case basis of whether the scores will count in the Indoor Championship.
Applications for Sectionals should be received three months prior to the date of the Sectional for inclusion in Shooting Sports, USA. October 1, 2010 is the deadline for the January 2011 edition.
Competitors and sponsors are responsible for the content of this program (Rule 18.2).

New for the 2011 Shooting Season:
1. Fees for 2011 will be: $8.00 per individual and $6.50 per team.
2. NRA Award Points have been replaced with medals for all individual and team awards.
3. Precision and Sporter Air Rifle teams will consist of 4 team members.

I. GENERAL CONDITIONS
Sectionals are registered matches. All guidelines for registered matches will be followed. Match sponsors are no longer required to ask for proof of NRA membership for any NRA Registered tournaments.
Sectionals are operated by match staff composed of local officials. All local challenges and protests are resolved on the match site according to procedures outlined in the current NRA Rifle Rule Books, (Section 16 in each of the relevant rule books).
Competitors and sponsors are responsible for following the conditions set forth in this program.
Unauthorized deviations to the program or NRA Rules may result in disqualification.
NOTE: All fired targets must be retained until the challenge period for the National Open Indoor Rifle
Championships have ended, which is two weeks after the final results bulletin is posted on line at www.nrahq.org/compete/champ1.asp
National Open Indoor Rifle Championships Match Officials:

RULES: Current NRA Rifle Rules as identified in each program section will apply. Rule books are available on-line at: http://www.nrahq.org/compete/nra-rule-books.asp
SCORE CARDS: Special score cards will be used and must be signed by the competitor to be  onsidered for the national bulletin. If no category is circled, a competitor or team will be placed in the
Civilian category. If no classification is circled, a competitor or team will be placed in the Master class.
CATEGORIES: Are as identified in each program section.
CLASSIFICATION: Each individual competitor will be placed in one class according to the NRA
Classification System and shall be prepared to exhibit his classification card or Temporary Score
Record Book. Unclassified competitors will fire in the Master Class classification (Rule 19.6). Teams  ill be classified according to rule 19.12.
SOUVENIR PINS: Each competitor firing in the Sectional Tournaments will be given a souvenir pin by the sponsor. Pins are provided by NRA.
CHALLENGES: A challenge fee of up to $3.00 will be charged for each challenge made. See Rule 16.1 for correct procedure.

TEAM ENTRIES: Team participation should be indicated on individual entry card. Team entries must be made in person at the Statistical Office.
ENTRIES CLOSE: Individual match entries must be received no later than the Monday preceding the opening date of the tournament. Team match entries may be made any time prior to the start of firing the team match.

POST ENTRIES: Post entries will be accepted up to the capacity of the range provided such entries will not require extra relays.
SIGHTING SHOTS: Unlimited sighting shots will be allowed in all matches and at all stages and
must be taken within the time limit (Rule 8.2).
SQUADDING: Will be assigned by the sectional Statistical Officer. Please state preferred time of
firing. Teams are not required to be squadded together to fire as a unit. Additional relays not identified
in the sectional program must be coordinated with and approved by the National Statistical Officer. A
Match Directors Bulletin announcing the additional relay and NRA approval must be posted on the
Official Bulletin Board.
ELIGIBILITY: A competitor (individual or team) may enter more than one Sectional tournament
of each kind in 2011. However, the individual MUST declare before firing if the Sectional being
fired is for score only or for the National Championship. If firing for score only the score card must
be marked accordingly. Competitors may enter other types of Sectionals if eligibility limitations permit.
Competitors entering for "score only" are NOT eligible for awards in the local sectional or the National
Championship.
A foreign competitor is eligible to participate in the Sectional and National level (Rule 2.1.1),
however, only U.S. citizens may win the First, Second and Third Place National Individual and Team
Championship awards. A special high visitor award will be given.

NRA SMALLBORE RIFLE DISTINGUISHED AWARD: A leg toward the NRA Smallbore
Position Distinguished Award can be earned by winning a place in the top scoring 10% on the national
level, in Conventional (4-P) or Metric (NRA 3-P) Smallbore Rifle.
FIRING REGULATIONS FOR MATCHES: Since Sectional scores are to be used to determine
National Champions, all Sectionals MUST be conducted in the prescribed manner.
1. Individual matches: If range facilities permit, two targets for the match should be mounted
simultaneously, and an additional three minutes will be allowed for target change of the
second stage or match as needed. When only a single target is mounted, due to range
limitations, three (3) minutes for each target change will be added to the total firing time for
the match.
2. Sighting Shots: Unlimited number of sighting shots may be fired at any time during the
Conventional (4-P) and Metric (NRA 3-P) Smallbore Rifle Sectionals. Sighting shots may
only be fired before the beginning of each match, or position. For International 3-Position or
Air Rifle sighting shots see rule 9.2.
3. Shooting Time: Time allowed includes sighting shots. Time remaining from one position
may not be carried over to a following position regardless of the method of changing targets.
4. Firing Order: All matches (1,2,3,4) must be completed by all competitors on a relay before
the next match is started. Matches must be fired in the order identified in each of the
program sections.
5. Preparation Period: After record targets for a relay have been properly mounted, a three (3)
minute preparation period will be given before the "Commence Firing" command.
6. Target Height: Target height may be adjusted as identified in each program section.

SECTIONAL INDIVIDUAL AWARDS
Provided by: The National Rifle Association
Winner: Gold NRA Sectional Medallion (minimum of 8 competitors)
2nd place: Silver NRA Sectional Medallion (minimum of 13 competitors)
3rd place: Bronze NRA Sectional Medallion (minimum of 18 competitors)
The remaining competitors will be placed in their classes and awards given based on the
following formula:
INDIVIDUAL CLASS AWARDS
First in class & category – 1st Place Medal (8 - 12 competitors)
Second in class & category- 2nd Place Medal (13 - 17 competitors)
Third in class and category – 3rd Place Medal (18 and over competitors)
FOR 4- AND 3-POSITION NRA SMALLBORE:
1. If there are fewer than 8 entries in a category they will be combined with entries of the other
category within the same class.
2. If there are fewer than 8 entries after combining all the categories of a class, there will be no
awards provided in that class and all competitors in the lower class will be moved to their
respective category in the next higher class.
EXAMPLE: If there are 6 Service and 2 Civilians in the Marksman class, no awards would be
provided for Civilian category/Marksman class, and the Civilian competitors would be
combined with the 6 Service competitors for a total of 8 entries. One award would be
given in the Service/Civilian category, Marksman class.

FOR INTERNATIONAL SMALLBORE POSITION AND AIR RIFLE:
1. If there are fewer than 8 entries in a class, they will be combined with the next higher class.
2. If there are not enough entries after combining two classes, then they will be combined with
the next higher class.
For all:
1. If there are fewer than 8 entries in the Master class, the Masters will shoot for open awards
only.
2. An individual winning a place award (Winner, 2nd or 3rd) will not be entitled to a class
award in the same match. Such class awards will be passed down to the next eligible
individual.

II. OPEN CONVENTIONAL (4-P) SMALLBORE RIFLE
RULES: Current NRA Smallbore Rifle Rules will govern.
DISTANCE FIRED: Fifty Feet
RIFLE: Rule 3.2
SIGHTS AND TARGETS: Any Sights; NRA Official A-17 Target
INDIVIDUAL ENTRIES: Open to Adults and Juniors (NRA membership is not required.)
TEAM ENTRIES: Open to teams whose firing members represent a club (Rule 2.11 or 2.11.1), a
Regular Service unit, National Guard, or Reserves (Rule 2.13). A team composed of competitors who
are not all in the same category is a mixed team. Mixed teams in Sectionals may fire for open awards
only. Scores for mixed teams will be reported to NRA for classification and will be used for open
awards only at the National level.
A team will consist of four (4) firing members representing a club as defined by Rules 2.11, 2.13 or
2.14. Pick up teams, teams composed of competitors who cannot prove membership in the same club
or group (Rule 2.10) will not be allowed to participate. Alternates must also be named before firing
and used only on a "no show" basis as an alternate when a regularly named team member doesn't show.

TEAM TIME: Is governed by Rules 8.2, 8.3f, and 9.13 regardless of method used to change targets.
A three (3) minute preparation period is allowed between stages (positions). No more than one target
per team firing member will be hung for each stage. Timing for each stage must be separate.

TIE BREAKING: Ties will be broken in accordance with section 15.

MATCH SCHEDULE: All matches/positions must be fired in the sequence indicated below.
MATCH 1: Individual Match - 20 shots, prone - 20 minutes.
MATCH 2: Individual Match - 20 shots, standing - 30 minutes.
MATCH 3: Individual Match - 20 shots, sitting - 20 minutes.
MATCH 4: Individual Match - 20 shots, kneeling - 20 minutes.
MATCH 5: The Sectional Individual Championship (an aggregate of matches 1, 2, 3, and 4).
MATCH 6: The Sectional Team Championship - 10 shots prone, 10 shots standing, 10 shots
sitting, and 10 shots kneeling. Same position rules as individual matches. (This
is a fired match).
MATCH 7: National Individual Championship.
MATCH 8: National Team Championship.
There is no entry fee for Match 7 & 8. The entry is automatic with entry in Match 5 & 6 of
each Sectional Tournament. Scores from Match 5 & 6 will be used for this Match.

Regular Service unit, National Guard, or Reserves (Rule 2.13). A team composed of competitors who

only. Scores for mixed teams will be reported to NRA for classification and will be used for open
awards only on the National level.

Kneeling - 40 shots - 60 min. (1 ½ min. per shot)
Time remaining from one match/position may not be carried over to the following
match/position. When two targets are hung at one time, a 3 minute target change is not permitted.
Block time is not allowed.

MATCH 2: Individual Match - 40 shots, standing

used for open awards only on the National level.

First in class & category: 1st Place Medal (8 - 15 competitors)
Second in class & category: 2nd Place Medal (16 - 23 competitors)

Fourth in class and category: 4th Place Medal (32 – 39 competitors)

VI. OPEN PRECISION 3-POSITION AIR RIFLE
RULES: Current NRA Precision Air Rifle Position Rules
DISTANCE FIRED: 10 meters
RIFLE: Rule 3.1
SIGHTS: Rule 3.7
TARGETS: NRA Official targets must be used. Rule 4. (electronic targets are allowed)
INDIVIDUAL ENTRIES: Open to Adults and Juniors (NRA membership is not required.)
TEAM ENTRIES: Open to teams whose firing members represent a club (Rule 2.11 or 2.11.1), a
Regular Service unit, National Guard, or Reserves (Rule 2.13). A team composed of competitors who
are not all in the same category is a mixed team. Mixed teams in Sectionals may compete for open
awards only. Scores for mixed teams will be reported to NRA for classification and will be used for
open awards only on the National level.
A team will consist of four (4) firing members representing a club as defined by Rules 2.11,
or 2.11.1. Pick up teams, teams composed of competitors who cannot prove membership in the same
club or group (Rule 2.10), will not be allowed to participate. Since team matches are unfired (paper
team match), all teams MUST be named and entered BEFORE any member of the team begins
individual firing. Alternates must also be named before firing and used to substitute only for someone
who has not yet fired. Team members must fire their scores at the same sectional and location.
TIME LIMITS: As specified in NRA Rule 8.2.
Prone: 20 shots - 30 min. (1 ½ min. per shot
Standing: 20 shots - 40 min. (2 min per shot)
Kneeling: 20 shots - 30 min. (1 ½ min. per shot)
Time remaining from one match/position may not be carried over to the following
match/position. When two targets are hung at one time, a three minute target change is not permitted.

MATCH SCHEDULE: All matches/positions must be fired in the sequence indicated below.
MATCH 1: Individual Match - 20 shots, prone
MATCH 2: Individual Match - 20 shots, standing
MATCH 3: Individual Match - 20 shots, kneeling
MATCH 4: The Sectional Individual Championship (an aggregate of matches 1, 2, & 3)
MATCH 5: The Sectional Team Championship (an aggregate of each team member's scores in
match 4)
MATCH 6: The National Precision 3-Position Air Rifle Individual Championship.
MATCH 7: The National Precision 3-Position Air Rifle Team Championship.
There is no entry fee for Match 6 & 7. The entry is automatic with entry in Match 4 & 5 of
each Sectional tournament. Scores from Match 4 & 5 will be used for these matches.

Q: How do I become a member?

A: We require that all of our members belong to the NRA and that prospective members attend at least 2 monthly meetings. The meetings are held on the first Wednesday evening of each month at 7:00 PM. Bring a membership application, or get one at the meeting, proof of NRA membership, along with your dues for your chosen membership class and the $100 initiation fee. Your application will be read aloud at 2 meetings for current members to consider. After the second reading, if there are no objections, your membership card will be issued along with the combination to the gate at the outdoor range.
